Has the NCAA lost control?

With all the uproar about Miami right now many people are expecting the NCAA to come down very hard on the rule breakers. I guess I just wonder if there's really any point anymore. Has anyone noticed how truly busy student athletes are these days? Most of us would never devote that amount of time to anything we weren't getting paid for. I'm not suggesting the colleges start paying athletes as a rule, but what is the harm in students receiving a few perks?

It's funny because we are expecting college students to do what none of us would do in reality. I'd be surprised to find anyone who would turn down a free vehicle that has been offered to them. Plus, who's going to turn away a free vacation? It's been shown season after season that numerous improprieties happen at numerous schools in numerous sports. The NCAA has lost control in this area obviously. The question is should they really struggle to regain it?

I know that without regulations anarchy can creep in. So where do we find a happy medium between anarchy, regulated chaos, and strict legality? That's pretty much what we're dealing with. All I know is, I don't have an issue with who's worked hard to get to where they are receiving some benefits for it.
